PLENARY MEETINGS OF THE FIFTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 22 DECEMBER
Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, presided over the meeting. He declared the meeting open and briefed on the results of work of The Verkhovna Rada at the plenary meetings on 15-18 December.
Representatives of the Deputy Factions presented their announcements, reports and motions.
The People´s Deputies rejected the motion of People´s Deputy Yu.But concerning introduction of amendments to the schedule of the fifth session. He suggested that the plenary meetings be cancelled this week, while an extraordinary plenary meeting be convened next week to scrutinize and adopt the Bill on the State Budget of Ukraine for 2010.
The People´s Deputies also rejected the motion of the BYuT Faction concerning scrutiny of the Bill on Amendments to the Law "On Elections of the President of Ukraine" (re Prevention of Falsification of the Election Results).
The Parliament members scrutinized the Bill on Amendments to certain Laws of Ukraine regarding Support of the Agricultural Sector under the Conditions of the Global Financial Crisis.
Mykola Prysiazhniuk, Chairman of the Committee on Agrarian Policy and Land Relations, reported on the motions to the Bill scrutinized by the Committee.
The People´s Deputies scrutinized the amendments and supported the majority of them.
The Verkhovna Rada adopted the Bill at the Second Reading and in its entirety by 374 votes.
People´s Deputy Oleksandr Tkachenko presented the Bill on Amendments to Paragraphs 14, 15 of Chapter Х "Transitional Provisions" of the Land Code of Ukraine (re Period of Land Plot Sale).
Valeriy Bevzenko, Chairman of the Sub-Committee on the Committee on Agrarian Policy and Land Relations, stated that the Committee recommended that the Bill be forwarded for further drafting. на
The majority of reporters upheld the Bill. They believe that sale of agricultural land plot shall be currently prohibited.
The People´s Deputies suggested that the State be authorized to reacquire such land during the transitional period.
The Bill was adopted as a basis by 332 votes.
The People´s Deputies suggested the profile committee the elaboration of the comparative table to the bill in order to scrutinize the Bill today in the course of the evening sitting.
The initiative was upheld.
Parliamentarians included to the agenda the bill on amendments to certain legislative acts of Ukraine regarding the corruption prevention.
The bill was reported by Oleh Novikov, the member of the Committee in Fighting Organized Crime and corruption.
The attention was pointed out on the fact that the Bill is of problem character and its immediate implementation may cause considerable negative consequences.
The parliamentarians also suggest postponement of the implementation of anti-corruption laws not on the 1 year term but on 3 months term that is enough to eliminate all the legislative errors in the course of its adoption.
As a result of the scrutiny the Bill was rejected ("in favor" - 208 votes).
The People´s Deputies scrutinized the amendments to the adopted in the course of the morning meeting Bill "On Amendments to the Items 14 and 15 of Chapter X "Transitional Provisions" of the Land Code of Ukraine" (re the Term on the Land Areas Sale). The parliamentarians failed to uphold the amendments and the bill in the second reading. After the voting two of three amendments were adopted and the Bill was passed y 344 votes in favor.
The parliamentarians have scrutinized several bills concerning the Law "On Scientific and Scientific-Technical Activity" regarding the legislative improvement of the activity and social protection of scientific personnel.
As a result of the scrutiny the Bill of the people´s Deputies A. Matvienko and K. Samoilyk were adopted as a Basis, the Bill of the People deputy A. Pavlovsky was rejected.
In the end of the evening meeting the People´s Deputies have scrutinized the resolution draft on the formation of the Temporary Inquiry Panel of the Verkhovna Rada of Ukraine on the issues of scrutiny of circumstances and causes of non-effective state property management in agricultural complex.
